The idea of ​​establishing a general federation of Yemeni Chambers of Commerce and Industry began in 1963, in view of the commercial and economic developments that Yemen has witnessed since the early sixties, and as a result of the openness of the Yemeni economy to the world, and then the Chambers of Commerce and Industry Law No. 14 of 1963 was issued.

In the eighties, Law No. 27 of 1982 was issued to establish the Federation of Yemeni Chambers of Commerce and Industry, according to which the Chambers of Commerce and Industry Law No. 14 of 1963 AD, which was issued to organize the work of the Chambers of Commerce and Industry, was amended.

This was followed by a number of amendments to the law of the Yemeni Chambers of Commerce and Industry and its General Federation to keep pace with local, regional and international changes related to the role of the private sector in the process of economic development in light of globalization, through Law No. 18 of 1999. Which was amended in 2003 by Law No. 28 of 2003.
