Tasks of the Committee on Industry, Work and Specifications



Explanatory Introduction: - The tasks of the committee were first established in July 2005, and expanded its functions in October 2009. As a committee for industry, construction and real estate. Then the committee's tasks and terms of reference were amended as follows in January 2011. After separating the real estate and construction sectors from it in a special committee.



1. Organizing the factories, institutions and laboratories of the various industrial sectors belonging to the private sector, as well as printing presses, large workshops and other small industrial units, oil and mineral extraction companies, quarries and mines. And the production of electricity and energy. And knowledge of the concerns and problems of all branches of industry and production according to the quality, nature and specificity of the work of each branch, sector or category of them. And work to remove those concerns and obstacles and solve those problems in coordination with the General Union and the Chambers of Commerce and Industry.



2. Follow-up, supervision and attention to aspects of work, workers, occupational safety and work relations between employers and workers, social dialogue, national programs for decent work, and work insurances for workers. This applies to factories and various industrial and productive establishments affiliated to the private sector, and all commercial and service companies and establishments of the private sector and others. This is done in coordination with other specialized committees, chambers of commerce and industry, the General Union and its general administration.



3. Follow-up, supervision and attention to aspects of specifications, standards and quality in industrial sectors and branches, as well as all other commercial and service companies and institutions in the private sector and others. This is done in coordination with other specialized committees, chambers of commerce and industry, the General Union and its general administration.



4. Working to solve all the problems, difficulties and obstacles facing the private sector in the fields of industry, production, minerals and oil, electricity and energy production, labor issues, workers and labor relations, and specifications, standards and quality.



5. Paying attention to companies, offices and agencies for employment, employment and employment abroad as it comes within the framework of the tasks, work and activity of the committee, and work to organize it institutionally, administratively and sectorally, improve its services, and solve the problems it faces.



6. Developing the industrial activity of the private sector, small industries, and printing presses, expanding the contribution of the private industrial sector to the national economy, and working to solve the problems of faltering factories and stalled factories affiliated with the private sector.



7. Develop a program on how to achieve an appropriate technological level in the factories of the private sector and its productive sectors, such as factories and small industrial units, and work to implement it and encourage the private sector to use modern technology in cooperation with the Federation and its specialized committees, chambers of commerce and industry and other bodies other private sector.



8. Creating a bloc under the umbrella of the Union to bring together stakeholders in the industrial sector, the oil and minerals sector, small industries units, and the electricity and energy production sector to identify problems and obstacles and find appropriate solutions to the difficulties that hinder the launch of this sector.



9. Representing the industrial sector and the sectors affiliated to the committee before the various government agencies, including the Ministry of Industry and Trade, to create a better environment and an attractive climate for industrial investments. And representing the union in work issues, labor relations, specifications and standards, in coordination with the leadership of the union and the general administration of the union.



10. Attempting to create a real partnership between the industrial sectors on the one hand, and the relevant government agencies on the other hand, especially the revenue authorities represented in the Customs Authority and the Tax Authority, as well as the authorities supervising the organization of aspects of work and workers such as the Ministry of Social Affairs and Labor and others . And the authorities supervising standards and metrology, particularly the General Organization for Standardization, Metrology and Quality Control, and participating in governmental and international activities related to the tasks, work and activities of the committee.



11. Develop a good relationship with legislative institutions for the purpose of involving the industrial sector in any legislation, laws and regulations affecting this sector, aspects of work, labor relations, specifications and standards, in coordination with the leadership of the General Union.



12. Active participation with government agencies in reviving and revitalizing industrial zones in various governorates, and supervising the contribution of the private sector to them, in coordination with the Federation and Chambers of Commerce and Industry.



13. Contacting Arab and international organizations to obtain technical and material support for the industrial sectors, small industrial units, aspects of work and specifications that follow the tasks of the committee.



14. Providing the necessary consultations to industrialists and the private sector categories that follow the committee, holding training courses and administrative and technical qualifications for workers in the industrial and production sector, on both sides of work and specifications, with ministries, official agencies, and internal and external specialized organizations.



15. Creating a relationship based on joint cooperation with local, Arab and international industrial entities and blocs. And the bodies and bodies that are related to the committee’s work in the fields of work and specifications, especially those representing employers and workers, such as: the Industrialists’ Association, the Businessmen’s Club, the Council of Businessmen and Investors, the General Federation of Yemeni Workers, and others.



16. Periodic meeting with representatives of sectors, industrial groups, companies and offices of labor, employment and employment of workers abroad at the governorate level and at the level of the Republic, in order to conduct a survey on the developments of problems and obstacles standing in the way of industry and production, and on labor issues and workers in Yemen.



17. Negotiating with local and foreign financial institutions to obtain favorable financing rates for investment in industrial fields and branches. And also to obtain investment funds for the sectors and other aspects that follow the committee.
